Total Annihilation doesn't use any kind of voxels for its units, it's really all polygon based. also there are some simple programs that use the idea like this thing. I know the computer science department's Arie Kaufman is a leader in this field, they developed their own 3d voxel hardware arrays and stuff.

It just doesn't use voxel rendering, which is a separate thing entirely. I think it's safe to say that Minecraft stores block information using a voxel data set. This matches the description of voxel data provided in the first paragraph of the article.
